Energy price flat rate
In order to support students with the increased costs for heating, electricity and food, the Bundestag passed the law on a one-time payment (flat-rate energy payment) for students as well as for students of technical colleges.
The state of Schleswig-Holstein has also ordered an expansion of the group of persons eligible to apply to include persons with permanent residence in Schleswig-Holstein who are enrolled or registered at educational institutions outside Germany in other European countries (EU, EEA and Switzerland).
The energy price flat rate of 200 euros must be applied for. There are two different procedures for this:
Federal procedure:
This procedure applies to all persons who were enrolled at a higher education institution in Germany on 1 December 2022 . Also eligible to apply are specialised students and vocational students in courses leading to a vocational qualification of at least two years' duration, if they are registered at a training institution in Germany on the cut-off date. Land procedure:
This procedure is for persons with a residence in Schleswig-Holstein who were enrolled or registered at an educational institution within the EU, the EEA or Switzerland outside Germany (!) on 1 December 2022. You can find an FAQ on the state procedure here on the page.
Please note: You can only apply for the grant once. If you are registered at training institutions both in Germany and abroad, please only use the federal procedure.
You can apply for the one-off payment from 15 March!
FAQ on the national procedure
The one-time payment of 200 euros for students, vocational-technical school pupils according to the Student Energy Price Flat Rate Act Supplementary Act (EPPSG) was launched by the state of Schleswig-Holstein to close a loophole in the federal law. Students, pupils and students residing in Schleswig-Holstein who attend an educational institution in the EU/EEC and Switzerland are not taken into account there, for example border commuters to a university or certain vocational schools in Denmark. These people also have higher burdens due to increased costs for heating, electricity and food. The state of Schleswig-Holstein also wants to grant these people an energy price allowance, provided they have their permanent residence in Schleswig-Holstein. This was regulated in the Student Energy Price Flat Rate Supplement Act (EPPSEG).
The grant amounts to € 200.
The one-off payment of 200 euros may be applied for:
- Students,
- Pupils in vocational school classes whose attendance requires vocational training leading to a vocational qualification,
- Pupils in (vocational) technical school classes which provide a vocational qualification in a training course lasting at least two years,
- Pupils in training courses at higher technical colleges and academies.
Further requirements are:
- the training institutions must be located in the European Union (EU), the European Economic Area (EEA) or Switzerland, but outside Germany,
- the training institutions must be equivalent to German institutions,
- students must be enrolled as of 1 December 2022, (vocational) students and students in comparable courses of education must have been registered at the training institution as of 1 December 2022, and
- the permanent place of residence must have been in Schleswig-Holstein on the cut-off date.
Note: Receipt of the energy price allowance of 300 euros for employed persons as well as receipt of the heating cost allowance do not prevent entitlement to the one-off payment of 200 euros.
Important: However, you must not have already applied for https://www.einmalzahlung200.de/ or have already received a subsidy there. Our state regulation in Schleswig-Holstein is only intended to close a justice gap, but not to grant double subsidies.
The training institutions must be located in the European Union (EU), the European Economic Area (EEA) or Switzerland, but outside Germany.

Unfortunately, no. You are not entitled to the grant if you were enrolled exclusively as a guest student.
Yes. In addition to the one-off payment, the federal government relieves BAföG recipients through increased funding rates and a higher housing allowance as well as heating allowances. Students who are gainfully employed can also receive the energy price allowance of 300 euros for gainfully employed persons. These entitlements coexist and are not offset.
Yes, this application can also be made as a BAföG recipient.
The "permanent residence" is the place where the applicant does not temporarily have the centre of his or her life. For this purpose, he or she must have a flat or other suitable accommodation. Whether the centre of life is at this place is assessed according to the personal, economic and professional circumstances, the intentions of the applicant and the family ties to the parental home. The registration according to the registration laws can be a point of reference; in addition, §§ 7 ff. BGB are to be consulted. The intention to settle permanently is irrelevant. As a rule, the residence of a minor corresponds to that of the parent with custody.
Important: No permanent residence is established at the place where one stays only for the purpose of education. The domestic domicile is also maintained if trainees/students/pupils stay abroad for training. In this respect, the Land law corresponds to § 5 paragraph 1 BAföG. However, it is important that there is nevertheless a flat or accommodation in Schleswig-Holstein.

The prerequisite for receiving the one-off payment is enrolment or registration at the training institution on the cut-off date of 1 December 2022. Exmatriculation after the cut-off date does not prevent entitlement to the one-off payment.
Yes. All students who were enrolled at a higher education institution in the European Union (EU), the European Economic Area (EEA) or Switzerland but outside Germany on 1 December 2022 and who meet the other requirements of the Student Energy Price Flat Rate Supplement Act (EPPSEG) can apply for the one-off payment. This also applies to doctoral students.
Guest students, on the other hand, are not eligible to apply. Persons enrolled in a preparatory course at a higher education institution also do not receive the one-off payment.
Yes. Foreign students who had their permanent residence in Schleswig-Holstein on 1 December 2022 and were enrolled at a higher education institution in the European Union (EU), the European Economic Area (EEA) or Switzerland but outside Germany at that time can apply for the one-off payment.
Yes. The same conditions apply to them as to other students.
It depends on what kind of training institution they attend and what kind of degree they are aiming for. Trainees at a Berufsfachschule or a Fachschule who complete a vocational qualification lasting at least two years receive the one-off payment. This also applies to trainees attending a specialised school class that requires a completed vocational training.
In neighbouring European countries, the training systems are not identical. The institution attended must therefore be equivalent to the German institutions. This is checked as part of the application processing.
Trainees who attend a vocational school within the framework of dual training do not receive the one-off payment.
Pupils at evening classes do not receive the one-off payment. Only students in training courses leading to a vocational qualification and who meet the other requirements of the Student Energy Price Supplement Act (EPPSEG) are eligible to receive this payment.
Students and pupils at private educational institutions are eligible to apply if the institution is deemed to be equivalent. This is checked in the application procedure.
